If you can't be bothered, here's the summary: If you mulligan to less than 7, you can Scry 1. This comes into force at Pro-Tour Origins officially, and will be reviewed after the event so don't try and do it until then. But there's nothing to stop people playing with it from today in casual games.
All the layout changes only apply for on camera matches. Unless BR start streaming their FNM games, there's no real need to read those.
